In June 2017, The Times of India reported Thane's municipal corporation was preparing the Mumbai Metropolitan Region's first creek water desalination pilot project. It was to take in about 40,000 m³/day of brackish water and yield about 20,000 m³/day of drinking water. It was planned as a public-private partnership on a two-acre plot near Kalwa, costing Rs 32 crore a year plus electricity. Brine was to be diluted with equal volumes of Kopri sewage plant water before discharge. A larger plant at Nagla was already underway.
The report showed how an Indian city weighed desalination against building another dam at the time, and chose brackish water from a heavily polluted creek rather than open seawater.
