In February 2021, CNC3 reported that Trinidad and Tobago's Water and Sewerage Authority (WASA) was considering a takeover of the Desalination Company of T&T (Desalcott). A cabinet sub-committee led by Public Utilities Minister Marvin Gonzales had pointed to a contractual right to acquire the Point Lisas plant. According to Gonzales, WASA owed the operator USD 30.5 million at the end of January and paid USD 7 million a month for water. The contract ran until 2036. An independent appraiser was to set the price.
The report showed how a long-term offtake contract paid in US dollars weighed on a state water utility and turned a contractual purchase right into a possible exit route.
