In November 2021, ACCIONA announced that it would build the Jubail 3B desalination plant on Saudi Arabia's Gulf coast as main EPC contractor with SEPCOIII. The plant was to deliver 570,000 m³/day and supply two million people in Riyadh and Qassim. ENGIE, NESMA and AJLAN developed and financed the project for the state-owned Saudi Water Partnership Company, which announced financial close at about $692 million. Plans included start-up in Q1 2024, a 25-year BOO agreement and a dedicated solar plant.
The report shows the scale of Saudi reverse osmosis projects at the time and the interplay of private ownership models, international contractors and solar power to cut grid consumption.
