In December 2023, Spain's Council of Ministers authorised the state company AcuaMed to expand, operate and maintain the Torrevieja desalination plant, subject to approval by the Ministry for the Ecological Transition (MITECO). The estimated value was 108,528,241 euros. Production capacity was to rise from 80 to 120 cubic hectometres. The plant was designed to supply 40 cubic hectometres for urban use and 40 for irrigation communities. It had delivered water since about 2013, and initially marginal demand had almost doubled.
The report showed how a large plant that had run well below capacity for years became an expansion project as demand from towns and farming grew.
