In April 2020, Middle East Construction News reported that Abengoa, in consortium with Sepco III, had won the contract for the Jubail 3A reverse osmosis plant in Saudi Arabia's Eastern Province. ACWA Power awarded it together with developers Gulf Investment Corporation and Al Bawani Water & Power Company. The plant was designed for 600,000 m³/day, and Abengoa put the scope above 200 million US dollars. The offtaker was the state-owned Saudi Water Partnership Company, and the scope included a solar photovoltaic field.
The report illustrated Saudi Arabia's programme for private participation in the water sector: a developer awarded construction to an international consortium, and the water went to a state-owned offtaker.
