In October 2018, Water. Desalination + reuse (Faversham House) reported that the government of Cyprus had adopted a guide allowing private individuals to build desalination units with a capacity of up to 1,500 m³/day. Approval was to take a month at most, and the guide also set out permitted locations. It was aimed at water parks, golf courses, hotels and farms. At the same time, a delegation of officials, entrepreneurs and farm representatives travelled to Israel to study desalination technology. The country's existing large plants supplied 220,000 m³/day in total.
The report showed that Cyprus, alongside its large plants, was opening the way for decentralised private desalination to meet demand from agriculture and tourism.
