In March 2016, Water. Desalination + reuse (Faversham House) reported, citing The San Diego Union-Tribune, that the planned Rosarito Beach seawater desalination plant in Baja California was caught up in litigation. Former partners Gough Thompson, Alejandro de la Vega and Consolidated Water were contesting stakes in the project company NSC Agua before courts in the US and Mexico. The plant was planned at 400,000 m³/day. Seven potential bidders had come forward for the public-private partnership tender, and construction was expected to begin in 2019.
The report showed that large projects in Baja California were also seen as possible sources of supply for California, and that shareholder disputes could weigh on their preparation.
