In August 2016, Water. Desalination + reuse (Faversham House) reported, citing Consolidated Water, that its subsidiary Aguas de Rosarito had concluded a public-private partnership with Baja California state for desalinating seawater at Playas de Rosarito. The plan was for 379,000 m³/day (100 MGD) in two stages of about 189,000 m³/day each, each with its own pipeline to Tijuana; stage two was to run by the end of 2024. Suez subsidiary Degremont took on design and construction. Costs were put at MXN 9 billion (US$490 million).
The report showed an operator model with a very long term: the private partner was to build, finance and run the plant for 37 years before ownership passed to the state water commission.
