In October 2017, Middle East Construction News published a GE case study on the Az Zour North water and power plant in southern Kuwait. Phase 1, launched in 2013 as the country's first public-private partnership (PPP) and finished in December 2015, was 60% state-owned, with 40% held by ENGIE, Sumitomo and AH Al Sagar & Brothers. Ten MED units produced as much as 107 million gallons per day, about one fifth of Kuwait's desalination capacity. A 1.5 GW combined cycle plant with GE turbines supplied electricity and process steam.
The case study showed how closely water and power generation were linked in Kuwait in 2017, and that with Az Zour North the state brought private investors into its utility supply for the first time.
