In August 2019, The Times of India reported that S P Velumani, Tamil Nadu's minister for municipal administration, used a water conclave hosted by the paper to announce four new plants for Chennai: desalination plants at Nemmeli with 150,000 m³/day and at Perur with 400,000 m³/day, plus two reverse osmosis units for tertiary wastewater treatment of 45,000 m³/day each. Within five years the city was to reach a permanent supply capacity of 870,000 m³/day. Its two existing desalination plants, in Minjur and Nemmeli, supplied 180,000 m³/day.

The report showed that after its 2019 water crisis Chennai relied above all on desalination and reuse to reduce its dependence on monsoon rains and on its reservoirs.
