Israel, 2019: Rival bidder goes to court over Sorek B

Court petition against two Sorek B bidders, Israel

In September 2019, Globes reported that the bidding group 4A Desalination had asked the Jerusalem District Court to bar IDE and Hutchison from the Sorek B seawater desalination tender. The petitioners relied on an inquiry committee led by energy ministry director general Ehud Adiri, which had suspected fraud in how the Sorek A plant was run; both companies were co-owners there. 4A's partners were Allied Infrastructures, Afcon Holdings and Acciona Agua. Like Sorek A, Sorek B was to deliver 150 million m³ of water a year.

The report showed that in Israel the operating record of existing plants became an argument in the competition for new large projects, one that a court was asked to settle.
