In August 2018, the Oman Observer reported on an overview by the Public Authority for Electricity and Water, branded Diam. It expected about 650,000 m³/day of new desalination capacity by 2023: two plants at Masirah and Jaalan Bani Bu Ali totalling 90,000 m³/day by 2021, 300,000 m³/day at Ghubrah by 2022, 150,000 m³/day at Shinas in 2023 and 16,000 m³/day at Khasab. The Barka (281,000 m³/day) and Qurayat (200,000 m³/day) reverse osmosis plants had come online during the previous year.

The report showed that Oman intended to replace ageing, less efficient works with large reverse osmosis plants and treated desalination as its main strategic drinking water source under a master plan to 2040.
