In December 2018, Vietnam Investment Review reported that a consortium of Belgium's AIEI and France's SCE, part of Keran Group, had signed an MoU with NIAPP, a research institute of Vietnam's agriculture ministry. The deal covered floating, off-grid micro-desalination units powered by wind and sun. The partners intended to seek EU co-funding for a first demonstration unit in Ninh Thuan costing about $5 million. If it proved successful, five more were to follow in other provinces, among them Ben Tre, Ca Mau and Binh Thuan.

The report showed European engineering firms offering small renewable-powered desalination units as an answer to salinisation in the Mekong Delta, while counting on public co-funding.
