In March 2019, the East Bay Times reported that the Antioch City Council in California had approved state grant funding of $10 million toward designing and building a brackish water desalination plant. The facility was to treat 6 million gallons (about 22,700 m³/day) of Delta water daily by reverse osmosis, with brine routed through the Delta Diablo wastewater plant. The project was put at $64.6 million; for further funds, the city sought $55 million in low-interest loans via the state Department of Water Resources.
The report showed how a Delta city responded to rising salinity in its river supply by planning its own desalination. Funding relied on state grants and loans, while permits were still outstanding.
