In January 2021, Gulf News reported on the Water Transmission and Technologies Co. (WTTC), set up in November. According to Abdullah Bin Ibrahim Al-Abdlkareem, SWCC governor and WTTC chairman, it took over more than 8,400 km of pipelines and storage carrying 7 million m³ of desalinated water daily. Around 3,500 km of new lines for over 4 million m³/day were planned, costing about 60 billion riyals (16 billion US dollars). All desalination plants were to become standalone producers, and WTTC might later be listed.

The report showed that Saudi Arabia was separating production from transmission as it privatised its water sector, preparing even the network for desalinated water as an asset for investors.
