In July 2021, Globes reported that three bids had come in for Israel's sixth large desalination plant, planned in the Western Galilee: from IDE, from GES Group with Shapir Engineering and Industry, and from A4 Group. The plant was to supply at least 100 million m³ a year, cost around 1 billion shekels and be finished in 2025. Under a public-private partnership, the winner would design, finance, build and run it for 25 years. It was meant to serve Haifa and the Western and Upper Galilee.
The report showed Israel expanding its reliance on desalinated water: officials expected total output to rise to about 885 million m³ a year, 85 to 90 percent of household and industrial use.
