In January 2017, California American Water reported in its Monterey Peninsula Water Supply Project newsletter that the CPUC and NOAA had published the draft environmental impact report for the scheme. The desalination plant was proposed at 9.6 million gallons a day (about 36,300 m³/day), or alternatively 6.4 million gallons (about 24,200 m³/day) combined with water from Pure Water Monterey. Slant wells near the Marina coastline were to supply seawater. The overall budget stood at $322 million, including $115 million for the plant.

The newsletter showed how long the permitting path for seawater desalination in California was, and how the operator combined desalination, reuse and aquifer storage to keep the plant smaller.
