In October 2019, Easy Reader & Peninsula reported that the West Basin Municipal Water District had published the final environmental impact report for its proposed seawater desalination plant in El Segundo. The document changed little from the draft and rated the environmental effects as less than significant. The plant is planned on the NRG power station site and would supply about 10 percent of the district's water. The board scheduled a special meeting on the report for 18 November; five cities had sent letters of opposition.
The report showed the dividing line over seawater desalination in Southern California: the utility pointed to vulnerable import aqueducts and drought, while opponents saw conservation and recycling as the better route.
