In July 2018, The New Indian Express reported that the Madras High Court had prolonged its status quo order on the tender for a seawater desalination plant in Nemmeli near Chennai until July 10. The plant was planned at 150 million litres per day (150,000 m³/day). Singh Electricals and Constructions had challenged the 2016 tender of the Chennai Metropolitan Water Supply and Sewerage Board. According to the petitioner, all five bidders had been found ineligible, yet the agency had kept one of them in the process.

The report showed how a procurement dispute could hold up a large desalination project. The switch to the new GST tax regime played a central part in the petition.
