In September 2023, SunStar Cebu reported that the main equipment of a seawater desalination plant had been installed in Barangay Catarman, Cordova, on Mactan Island. The developer was Isla Mactan Cordova Corp., a subsidiary of Vivant Corp. The reverse osmosis plant was to produce 20 million litres per day (20,000 m³/day), expandable to 50 million litres, and supply around 20,000 households served by the Metropolitan Cebu Water District (MCWD) from January 2024. The project was a joint venture with MCWD; according to MCWD, no contract was yet in place.
The report shows that seawater was then set to become an additional source for Metro Cebu alongside water from the mainland, with open questions on the contract and water rates.
