In July 2023, Arab News reported that ACWA Power had signed the construction contract for the Rabigh 4 Independent Water Plant on the Red Sea coast at a ceremony in Riyadh. The 2.54 billion riyal contract, around 677 million US dollars, went to a consortium of Power China, SEPCOIII and Wetico. The plant in the Western Province was to serve mainly the Makkah and Madinah regions. Together with Rabigh 3, it was to double ACWA Power's desalination capacity in the area to 1.2 million m³/day.
The report showed close cooperation between Saudi water developers and Chinese contractors; according to Arab News, ACWA Power already operated 16 desalination plants in four countries.
