In March 2019, Water. Desalination + reuse (Faversham House), citing a statement from Fluence, reported that its Egyptian joint venture IWSI and Hassan Allam EPC had won a US$74 million EPC contract. The award covered a seawater plant of 40,000 m³/day, expandable to 80,000 m³/day, for New Mansoura, a city under construction on the Mediterranean coast. Fluence took on process design, pretreatment, reverse osmosis units and commissioning worth US$20 million, while Hassan Allam handled civil and marine works. Start of operation was planned within 18 months.

The report showed Egypt as a market where new coastal cities were planned around seawater supply from the start and work was split between technology and construction firms.
