In June 2018, Globes reported that IDE Technologies had used its right of first refusal on the 49 percent stake that Hutchison Water held in the Sorek plant concession. The price was NIS 195 million before adjustments. Six months earlier, Hutchison had picked a bid from the Noy Fund, which confirmed IDE's move. The plant near Rishon LeZion, Israel's largest desalination facility, had delivered drinking water since August 2013 with an annual capacity of 150 million m³. Once the deal closed, IDE was to own the entire concession.
The report showed consolidation in Israel's desalination market: a technology supplier used its pre-emption right to step ahead of a financial investor and take sole control of the country's largest plant.
