In July 2017, Water. Desalination + reuse (Faversham House) reported that Abengoa was set to enlarge its desalination project in Agadir. For the utility ONEE, drinking water capacity was raised to 150,000 m³/day, up from 100,000, while the agriculture ministry added 125,000 m³/day to irrigate 13,600 hectares. A later expansion to 450,000 m³/day was foreseen. The project was valued at EUR 309 million, around EUR 250 million of it for desalination. Abengoa took on engineering, construction and a 27-year operation and maintenance role.

The report showed that Morocco was now planning desalination for agriculture as well, combining drinking and irrigation water within one large project.
