In November 2015, Water. Desalination + reuse (Faversham House) reported, citing an announcement from the water agency PUB, that HSL Constructor would construct the third desalination plant in Singapore, at Tuas. The firm beat seven rivals in an open tender, bidding S$217 million (about US$152 million) for design and construction. The plant was due online in 2017 with 136,000 m³/day. Existing plants were SingSpring (136,000 m³/day) and Tuaspring (318,000 m³/day). PUB also awarded consultancy work for a fourth plant.

Singapore then met a quarter of its water demand through desalination and aimed to hold that share until 2060 despite rising consumption, which required a steady build-out of further plants.
