In September 2019, Water. Desalination + reuse (Faversham House) reported that ACWA Power and the Emirates Water and Electricity Company (EWEC) had signed a water purchase agreement covering the Taweelah reverse osmosis plant, 50 km to the north of Abu Dhabi. Costing US$900 million, the plant was to deliver 909,200 m³/day, and the report called it the largest of its type worldwide. Construction was under way, with completion targeted for October 2022. ACWA Power was to hold 40 per cent of the project company, Abu Dhabi Power Corporation the rest.

The item marked Abu Dhabi's move to a stand-alone water project without a coupled power plant under an ownership model, alongside competition for low desalinated water tariffs.
