In December 2015, Water. Desalination + reuse (Faversham House) reported that New York's Public Service Commission (PSC) had instructed Suez to drop its US$150 million Haverstraw desalination project, which was to take water from the Hudson for Rockland County. In its place, the PSC endorsed a Suez plan for stronger conservation, lower leakage and a search for other sources. The commission had paused the project in November 2014. Several local environmental groups had jointly pressed for its end, arguing that demand had been overstated.
The case showed how, in a water-rich region, regulators and local groups favoured demand management over a new desalination plant once forecasts of need had been reassessed.
