In April 2020, the Antioch Herald published a statement from the City of Antioch press officer in California: the city council was to decide on 14 April on a settlement with the California Department of Water Resources (DWR). Under it, Antioch would receive US$27 million and keep using Delta water rights held for 150 years. Combined with US$43 million in grants and loans from the state, this would fully fund the brackish water desalination plant, budgeted at US$70 million. The background was an agreement dating from 1968.

The report showed how compensation for salty Delta water, rooted in a 1968 arrangement, was turned into funding for a desalination plant and was to close the last gap in its budget.
