In August 2021, Middle East Construction News reported that Kuwait had reissued its tender for a transaction adviser on privatising North Shuaiba, a combined power and water plant, with bids due on 26 September. The asset, valued at around USD 1.2 billion, combined a 778 MW combined-cycle power plant with an MSF (multi-stage flash) desalination unit producing 45 million imperial gallons per day (about 205,000 m³/day). The Supreme Council for Privatisation (SCP) oversaw the process, planned in three phases.

The report showed that Kuwait intended to privatise desalination and power generation as one coupled facility, and that the path there ran through several formal stages and repeated tenders.
